ICT Procurement Officer x2 (R)

This role is essential in supporting the delivery of ICT procurement and contract management activities across the Council. Based within the ICT Client Unit, the postholder will work closely with the ICT Lead for Contracts, Procurement and Schools, Corporate Procurement colleagues, ICT service teams, suppliers and other stakeholders to ensure the effective procurement and management of the Council's ICT goods and services.
The ability to work collaboratively, respond to changing priorities and maintain high professional standards is key to ensuring the successful delivery of ICT procurement activities and the continued provision of value-for-money ICT services that support Council operations, schools and digital transformation initiatives.
The key responsibilities of the role include:
- Providing guidance and support on the application of the Council's Contract Procedure Rules and relevant procurement legislation.
- Undertaking direct awards and mini-competitions through established procurement frameworks for ICT goods and services.
- Supporting and delivering Request for Quotation (RFQ) procurement exercises within delegated thresholds in accordance with the Procurement Act 2023.
- Working with ICT colleagues, other Council departments and Corporate Procurement teams to develop specifications, procurement documentation and compliant end-to-end procurement processes through to contract award.
- Designing, building and maintaining Excel-based evaluation models and scoring matrices to support the assessment and moderation of supplier responses.
- Supporting the management of ICT contracts and supplier relationships throughout the contract lifecycle, including renewals, extensions and contract performance monitoring.
- Maintaining accurate procurement and contract records, including contribution to the Council's Contract Register and Waiver Register.
- Assisting with spend analysis, market research and reporting activities to support procurement planning, savings identification and cost avoidance opportunities.
- Supporting the maintenance of financial and procurement systems, including supplier catalogue administration, testing and data validation activities where required.
- Representing the ICT Client Unit at internal and external meetings, and supporting the ICT Lead for Contracts, Procurement and Schools as required.
- Undertaking other ICT procurement, contract management and commercial activities as required.
This role would suit someone who is passionate about delivering excellent customer service, building positive working relationships and contributing to the successful delivery of technology services across the Council. A commitment to maintaining high professional standards, strong attention to detail and the ability to work both independently and collaboratively within a team environment are essential.
